As the IBD Stamp Campaign draws support from people around the world, many of its supporters are interested in knowing what stage of approval the stamp proposal is in. The following information will clearly explain what stage the stamp proposal is in according to the Postal Service. This page will also have the latest legislative news as it becomes available. The stamp proposal process (according to the United States Postal Service):

[The blue stage represents where the IBD stamp proposal is]

  1. The proponent sends a suggestion for a stamp subject to the Citizens' Stamp Advisory Committee. Historical information and important dates associated with the subject should be included.
  2. Stamp Development determines if the proposal complies with the criteria.
  3. The proponent is sent a letter acknowledging the receipt of their proposal and commenting on its status.
  4. Stamp Development researches the subject of the proposed stamp.
  5. The researched subject is placed before CSAC, and the Committee takes one of two actions:
    1. not recommend the subject; OR
    2. set the subject aside for future issuance
  6. Working two to three years in advance, the Committee makes its recommendations to the Postmaster General.

*The Citizens' Stamp Advisory Committee (CSAC) is a committee serving the US Postal Service in its stamp issuances. Most (if not all) decisions regarding stamp ideas are made by this committee. To learn more about the CSAC, please click here.

After reading the criteria, you will have noticed that the criteria (under #5) calls for "Only events and themes of widespread national appeal and significance will be considered for commemoration." Through collecting signatures, the IBD Stamp Campaign hopes to archive this. Because the the proposal will be brought before the Stamps Committee sometime in the near future, each and every signature which we receive is extremely crucial.

Stamp legislation is normally dealt with in one of two ways:

      1. A bill (a proposed law) requiring the issuance of the stamp is introduced. If the bill passes, the stamp is guaranteed issuance.
      2. A resolution (proposed declaration) regarding the issuance of the proposed idea is introduced. If the resolution passes, strong political pressure is acknowledged by the Stamps Committee, yet the resolution does not become a law.

       

      At this point, Gideon is working closely with Congressman Frank Pallone, Jr.( District #6,D-NJ) and his Senators (Robert Torricelli D-NJ & John Corzine, D-NJ) to decide which route will be the best to guarantee the approval for the IBD awareness stamp. This Spring, legislative action is expected to be taken. Please be sure to check back with us at this page to view the legislative progress. Your assistance will be needed when the legislation is introduced. We will be asking all of our national supporters to get on the phone or write/fax a letter to their Senators and Congressmen to urge them to support the legislation which will be introduced.
